Moeen A. Qureshi                                                   

Mr. Qureshi is the Chairman and Managing Partner of Emerging Markets Partnership, Principal Adviser to the AIG Infrastructure Funds.   He served as Prime Minister of Pakistan for an interim period in 1993.   From 1980 to 1991 he was at the World Bank, first as Senior Vice President for Finance and Chief Financial Officer of the Bank from 1980-1987, and then as Senior Vice President for Operations, in charge of all Bank operations during 1987-1991.   Prior to that, Mr. Qureshi was at the International Finance Corporation as Vice President and second in command between 1974-1977, and as Executive Vice President and Chief Operating Officer from 1977-1981. He served with the International Monetary Fund from 1958 to 1970 and served both at headquarters and in the field in a variety of senior economic and operations assignments before joining the IFC. Mr. Qureshi has a B.A. (Hons.) and M.A. (Economics) from the University of Punjab and a Ph.D. (Economics) from Indiana University.

Donald C. Roth

Mr. Roth is the Managing Partner of Emerging Markets Partnership. Mr. Roth served as Vice President and Treasurer of the World Bank from 1988-1992. Prior to the World Bank, he was with Merrill Lynch for 17 years, during which time he served as Chairman and Chief Executive, Merrill Lynch Europe Ltd., and was responsible for all business operations in Europe and the Middle East during 1983-1985. Mr. Roth is also Adviser to the National Treasury Management Agency, Ireland. He is a Director at the Center for International Private Enterprise, which is funded by the U.S. Congress and sponsors private sector enterprises in developing countries. Mr. Roth has a B.A. in Politics from Princeton University, M.B.A. in International Finance from University of Chicago and an M.Sc. from the London School of Economics in International Monetary Economics.

Arnold H. Weiss

Mr. Weiss is Senior Vice President, General Counsel and Secretary of Emerging Markets Partnership. Mr. Weiss served in the U.S. Treasury as Counsel to the Office of International Finance, with emphasis on United States membership in the International Monetary Fund, World Bank, and GATT from 1952-1960. After participating in the drafting of the Charter of the Inter-American Development Bank, Mr. Weiss became its first staff member in 1960 and served over 17 years as Assistant General Counsel and General Counsel. From 1977-1990, he was a senior partner at the Washington law firm of Arent, Fox. He then became a consultant to the International Finance Corporation and to INTELSAT. He joined Emerging Markets Partnership at its inception in 1992.   He graduated from the University of Wisconsin in 1951 and its Law School in 1952. Mr. Weiss is a decorated veteran of military service in World War II.

Managing Directors

Paul V. Applegarth

Mr. Applegarth is a Managing Director in the Washington Office. He headed EMP's Hong Kong office from 1997 to 1999. Prior to moving to Hong Kong, Mr. Applegarth was responsible for EMP operations in the Philippines and Indonesia, and oversaw its transportation activities. Mr. Applegarth serves as a Director of several companies. Mr. Applegarth joined EMP in 1994 from Lehman Brothers/American Express where his activities included asset securitization and lead responsibility for several innovative equity and debt transactions. Previously, he was American Express' Senior Vice President for International Marketing. From 1983 to 1986, he headed Bank of America's project finance activities worldwide, and he also led its North American Investment Banking Group. Mr. Applegarth also held several positions at the World Bank from 1974-1983. Mr. Applegarth is a graduate of Yale University and Harvard Law School, and earned an M.B.A. with High Distinction from Harvard Business School where he was a Baker Scholar. He was a White House Fellow in 1981-82, and is a Vietnam veteran.

Thierry Baudon

Mr. Baudon is a Managing Director of EMP and the CEO of the Emerging Europe Fund. Prior to joining EMP, Mr. Baudon was the Director of the International Finance Division in the Suez-Lyonnaise des Eaux Group, responsible for structuring large-scale transactions involving project finance and private equity in emerging market countries. Prior to joining Suez-Lyonnaise des Eaux in1995, Mr. Baudon was Deputy Vice President and a Member of the Operations Committee of the EBRD, with responsibility for all infrastructure-related and agribusiness transactions and oversight of EBRD's operational program in fifteen countries. Mr. Baudon also served as Director of the Infrastructure, Energy and Environment Department at the EBRD. Prior to joining EBRD in 1991, Mr. Baudon spent ten years in the World Bank Group, holding various senior positions. Mr. Baudon received M.S. degrees in Engineering from the Institut National Agronomique and the Ecole Nationale du Genie Rural et des Eaux et Forts in Paris, and an M.A. in Economics and Finance from the Paris I-Sorbonne University. He also studied at INSEAD and at Harvard University. Mr. Baudon is a member of the Advisory Board of the Institute for Infrastructure Finance.

J. Speed Carroll

Mr. Carroll joined EMP as a Managing Director after a long career as a practicing lawyer and partner at Cleary, Gottlieb, Steen & Hamilton. While at that firm, Mr. Carroll worked primarily in New York, but he also was assigned for periods of several years each to the firm's offices in Paris, London and Tokyo. In addition, he served a three-year term as the firm's elected worldwide Managing Partner. Mr. Carroll's practice covered a wide range of corporate and financial matters, ranging from international securities transactions and initial public offerings to joint ventures and negotiated acquisitions of public or privately held corporations. He participated in some of the earliest project finance transactions, and he has published materials and given talks on that subject, as well as on turnkey contracting, securities regulation, joint ventures and other subjects. Mr. Carroll is a Phi Beta Kappa graduate of the University of Texas and an honors graduate of the Harvard Law School. He also spent one year at the School of Oriental and African Studies in London, while on a Knox Fellowship awarded by Harvard.

Rauf Diwan

Mr. Diwan is Managing Director of EMP and  the head of EMP's Singapore Regional office. Prior to joining EMP in 1997, Mr. Diwan had served 15 years with the IFC. In 1997, he was Director of the Power Department of the IFC, responsible for IFC's investments in the power sector of all emerging markets. Prior to that, h e was Manager of the Power Division in 1996 and head if the East Asia Division from 1994 to 1995. From 1988 to 1991, Mr. Diwan was the CEO of Kawasaki in Pakistan. From 1978 to 1988, Mr. Diwan held many leadership positions in the IFC in the Asia Department. He has a B.Sc. in Chemical Engineering from Oregon State University and an M.B.A. from Columbia University. He was a DuPont Fellow at Columbia.

Thomas R. Gibian

Mr. Gibian is a Managing Director of EMP and the COO of the African Fund. Mr. Gibian joined EMP in 1995 as a Managing Director for EMP's Asian Funds. Prior to joining EMP, Mr. Gibian was Executive Director and Co-Head of Structured Finance for the Asia-Pacific Region for Goldman Sachs (Asia) Limited from 1992-1995. Residing in Hong Kong, he had senior responsibility for all of the firm's investment banking activities in Asia relating to infrastructure including financial advisory, debt and equity transactions. Mr. Gibian joined Goldman Sachs in 1987 as a Vice President in Public Finance. Prior to 1987 he was with Salomon Brothers (1983-1987). Throughout his career on Wall Street, he focused on private investment in regulated businesses including power, utilities and transportation and especially the independent power sector where he was responsible for structuring innovative transactions. Mr. Gibian received his M.B.A. from the Wharton School of the University of Pennsylvania.  

E. Scott Glacken

Mr. Glacken is in charge of EMP's fund raising and marketing activities. He was founder and President of Potomac Capital Corp., an investment firm, from 1983 to 1993. From 1968 to 1982, he was Vice President of Investment Banking for Johnston, Lemon & Co. From 1966 to 1967, he was a professional football quarterback for the Denver Broncos. Mr. Glacken graduated from Duke University and received a degree from the Securities Industry Institute at the Wharton School of the University of Pennsylvania.

David A. Goracy

Mr. Goracy is a Managing Director of EMP, involved in its marketing and fundraising activities.  He joined EMP after three years as Managing Director of Republic Asset Management (a division of Republic National Bank of New York), where he was responsible for the marketing, client service and performance analysis of the firm's global investment management programs. Prior to that, he was a Partner at SGI Asset Management, a privately-owned   global currency and fixed income investment company which was merged into Republic. Before joining SGI, he had been a Principal at Laidlaw Adams & Peck, responsible for all sales, trading and research. In 1981, Mr. Goracy was also one of the founders of the institutional equity division of Lazard Freres & Co., and remained at the firm for seven years. He started his career in equity sales and trading at Morgan Stanley & Co., where he spent four years. Mr. Goracy received a B.A. from Georgetown University, a J.D. from Catholic University and an MBA from Harvard University.

Edward F. Hummer

Mr. Hummer is a Managing Director of Asia I, and joined EMP after five years with the IFC. There he served as Manager of IFC's Special Operations Unit, which oversees and restructures non-performing or otherwise troubled investments on a worldwide basis. Prior to the IFC, Mr. Hummer was a General Partner of Chesapeake Ventures, a venture capital firm, and an Investment Manager for Nazem and Company. Prior to his work at the IFC and in venture capital, Mr. Hummer practice law for over 10 years in Washington, DC and New York. Mr. Hummer received a B.A. from Princeton University, a J.D. form Georgetown University Law Center and an M.B.A. for the Stanford University Graduate School of Business.

Edward V.K. Jaycox

Mr. Kim Jaycox is a Managing Director of EMP and the CEO of the African Fund. Mr. Jaycox served as Vice President of the World Bank in charge of the Bank's operations in Sub-Saharan Africa from 1984 to 1996. During this period he managed the design and negotiation of structural adjustment programs in over thirty African countries and approved over US$30 billion in loans and credits to support economic policy reform and projects in all of the major sectors. In the course of this work, he developed close relationships with African Heads of State, Ministers and Central Bank Governors. Mr. Jaycox is familiar with the economic and political environment of this region of the world and the personalities involved. Earlier, Mr. Jaycox directed the World Bank's programs in East Asia and led the team that brought the Peoples Republic of China into the Bank. He managed the first structural adjustment programs supported by the Bank in Thailand and South Korea. For over 15 years of his more than 30 years with the Bank, he appraised projects and managed technical teams, divisions and departments working in the infrastructure sectors including roads, ports, airports, pipelines, railways, waterways, and urban infrastructure, such as water, electricity, expressways, rapid transit and housing.

Wilfried E. Kaffenberger

Mr. Kaffenberger is a Managing Director of EMP and the CEO of Asia II. Prior to joining EMP in 1997, Mr. Kaffenberger served more than 25 years in various capacities within the IFC. From 1992 to 1996, Mr. Kaffenberger was Vice President of Operations, with responsibility for fifty percent of IFC's worldwide investments. During 1995 and 1996, his responsibility included all of IFC's infrastructure investments. In the fiscal year ended June 30, 1996, the IFC approved both loan and equity investments of $3.2 billion in 68 countries, including about $700 million in infrastructure-related approvals.   From 1988 to 1992, he served as Vice President, Portfolio and Advisory Operations, where his responsibility included oversight of the financial performance of all of IFC's loans and equity investments. He worked 15 years on IFC's business throughout Asia and has been Director of IFC's South Asia Investment Department. Mr. Kaffenberger is on Asia II's Investment Committee.

Mumtaz Kahn

Mr. Kahn manages EMP's office in Bahrain. Mr. Khan has worked for EMP since 1994: from 1997 to the present, he has been CEO of the IDB Infrastructure Fund; from 1994 to 1997, he was Resident Partner and Manager of Asian Operations of Asia I, and managed EMP's Hong Kong office from 1995 to 1997. Prior to joining EMP, Mr. Khan was with the IFC for 13 years, where he was a Manager in the Asia Department based in Washington, DC, and Resident Representative based in Jakarta, responsible for investment in Indonesia and Malaysia. He has an M.B.A. from Iran Center for Management Studies in Tehran and a B.S. in Mechanical Engineering from the University of Engineering and Technology in Lahore, Pakistan.

Michael P. Lee

Mr. Lee will work for the IDB Infrastructure Fund in Bahrain. From 1992 to 1998, Mr. Lee was a senior adviser at the Ministry of Finance & National Economy, State of Bahrain. From 1984 to 1992, he was at Dean Witter, where he was Chief Executive Officer of Dean Witter Capital Markets-International, London and was a Managing Director-Corporate Finance of Dean Witter Reynolds, New York. From 1973 to 1984 he was at Merrill Lynch in London, Hong Kong and New York, and was appointed a Managing Director of Merrill Lynch-White Weld Capital Markets Group. Between 1972 and 1973 he was with Chase Manhattan Bank in London as a graduate trainee. Mr. Lee holds an M.A. (Hons.) degree from the University of Oxford.

Patrick Longmire

Mr. Longmire is a Managing Director with the Latin American Fund. Mr. Longmire was a Senior Investment Officer in the Power Department at the International Finance Corporation from 1994 through 1996.   From 1986 through 1994, Mr. Longmire was with the investment banking firm of Lehman Brothers, for two years in Corporate Finance, four years in Project Finance and two years in Emerging Markets. Prior to earning a M.B.A. at the Wharton Business School and an M.A. International Affairs at SAIS/Johns Hopkins in1986, Mr. Longmire worked from 1980 through 1983 as a lending officer with the International Department at the Chase Manhattan Bank.

James F. Martin

Mr. Martin is a Managing Director in the Latin American Fund. Mr. Martin served at the International Finance Corporation from 1992 to 1997, where he was most recently Principal Investment officer heading a team responsible for investments in water and environmental infrastructure. He was also active at IFC in the port and gas distribution sectors. From 1980 to 1992 Mr. Martin was at Bank of Boston, serving in Italy, in Mexico as Country Manager, and most recently in Singapore where he was responsible for the Bank's activities in Southeast and South Asia. Mr. Martin has a B.S.F.S. in International Economics from Georgetown University and a M.B.A. from Columbia University.

Pho Ba Quan

Mr. Quan, a Managing Director of EMP, is the Chief Executive Officer of Asia I. Mr. Quan joined EMP in 1994 after serving for two years as Chairman and Managing Director of Shangri-la Asia, Ltd., and as Advisor to the Chairman, Kuok Holdings, Hong Kong, the parent of Shangri-la Asia, Ltd.   For the prior 22 years, he served in various senior positions in the IFC, the last of which was Director of the Department of Investments, Asia. He was also Division Manager, Department of Investments, Latin America, from 1983 to 1989. Mr. Quan also served with the Asian Development Bank. He graduated from both Harvard University and its Business School. Mr. Quan is a member of Asia I's Oversight Committee.

Everett J. Santos

Mr. Sam Santos, a Managing Director of EMP, is the CEO of the Latin American Fund. Mr. Santos was Director of Infrastructure Investments of the IFC of the World Bank Group from 1992 to 1995, organizing and managing the creation and staffing of a new department focused on private infrastructure development. He was responsible for three Divisions for equity and loan investments and advisory services in telecommunications, energy, transportation, water and environmental projects. Between 1974 and 1992, Mr. Santos occupied various positions in the IFC including Senior Counsel, Chief, Special Operations (workout unit), Divisional Manager for Brazil, Bolivia, Paraguay and Uruguay and Director for Latin America and Caribbean II.   Mr. Santos has served on the Board of several Latin American companies. Prior to working at the World Bank Group, Mr. Santos was a capital markets consultant with USAID in Brazil and with the Venezuelan National Securities Commission advising on securities market development, and worked with the U.S. Securities and Exchange Commission. He is admitted to practice law in the State of Florida and the District of Columbia.

John L. Taylor

Mr. Taylor is a Managing Director of, and the General Counsel to, the Emerging Europe Fund.   Prior to joining EMP, Mr. Taylor served as General Counsel to the EBRD providing legal advice in support of the Bank's activities and serving as a member of its Executive Committee and Operations Committee. Prior to joining EBRD, Mr. Taylor held various senior positions in the World Bank Group. From 1985 to 1988, Mr. Taylor was the head of International Finance and General Counsel at Banque Paribas Capital Markets Ltd. in London. During the 1970s, Mr. Taylor engaged in private law practice in Washington, DC and in various states in Australia. Mr. Taylor received his LL.M. from Harvard Law School and his LL.B. from the University of Adelaide. He is a member of the District of Columbia Bar and a member of the International Stock Exchange of the United Kingdom and the Republic of Ireland, Ltd.  

Andrew Yan

Mr. Yan is a Managing Director of EMP and presently manages its Hong Kong office. Mr. Yan has worked with the Asia Funds since he joined EMP as a Director in 1995.  Prior to EMP, Mr. Yan served as Director of Strategic Planning and Business Development, Asia Pacific region, with Sprint International.  Mr. Yan was a Research Fellow with the Hudson Institute, Washington, DC, from 1991 to 1993. In 1989, he worked for the World Bank at the Policy, Planning and Research Department. From 1984 to 1986, Mr. Yan worked for the Chinese government at the State Commission for Economic Restructuring in Beijing.  Mr. Yan received a B.E. in Aerospace Engineering at the Nanjing Aeronautic Institute, and an M.A. in economics from Beijing University. He also received a Master of Arts in International Political Economy and a recipient of Mellon Fellowship and University Honorific Scholarship at Princeton University.

Runa Alam

Ms. Alam is a Director with the African Fund. Ms. Alam was Managing Director and CEO of Union Capital of Bangladesh and its predecessor company, Peregrine Bangladesh, from 1995 to 1999. Prior to that Ms. Alam worked for a number of investment banks in New York, including Morgan Stanley and Merrill Lynch. She has specialized in the telecommunications and media industries for 11 years, in which she has completed more than $2.5 billion in transactions. Ms. Alam graduated from Princeton University, where she was a Henry S. Truman Scholar, and received her M.B.A. from Harvard Business School.

Roberta Feldman Brzezinski

Ms. Brzezinski is a Director in Asia II and joined EMP in 1999. Prior to joining the firm, she served as Vice President for private equity at New York-based New Century Holdings, the largest portfolio investor in the former Soviet Union. Ms. Brzezinski also spent five years as an Investment Officer at the World Bank's International Finance Corporation.   Ms. Brzezinski was based in Russia for several years. She holds an M.B.A. from Georgetown University and an A.B. magna cum laude from Harvard College.

Benjamin K. Cheng

Mr. Cheng is a Director in EMP's Hong Kong office. Mr. Cheng focuses on new investments for Asia II.  He was previously an Investment Director at Citicorp's Asian direct investment unit where he led several transactions in China and Asia. Mr. Cheng had previously been with Brown Brothers Harriman & Co. in New York and Hong Kong, managing investment portfolios and developing investments advisory and security custody business. He helped set up that firm's Hong Kong office in 1990.  Prior to that, he was an associate at Lee & Li, Taiwan's leading international law firm, advising multinationals on establishing joint ventures and technology licensing arrangements in Taiwan. Mr. Cheng is a Master of Arts graduate of Yale University and a Master of Laws graduate of University Pennsylvania. He joined EMP in 1999.

Paul W. Cheng

Mr. Cheng is a Director in EMP's Hong Kong office on secondment from AIGIC, the direct investment arm of AIG. He has been in investment banking for the last 18 years and until recently, was Head of the Asia Pacific Telecommunications Group in Barclays Capital.   Prior to that, he was Head of Mergers and Acquisition in BZW where he was also seconded to Cable & Wireless PLC as Special Projects Director based in Beijing. Between 1982 and 1992, he was an executive director at NM Rothschilds & Sons Asia and was a founding partner of an investment firm specializing in technology investments. Mr. Cheng was trained as a Chartered Accountant and was a Partner in Arthur Andersen.   He is a Fellow of the Institute of Chartered Accountants in England and Wales and a member of the Hong Kong Society of Accountants and the Hong Kong Securities Institute. Mr. Cheng was educated at the University of St. Andrews, Scotland, INSEAD, France and the Harvard Business School. Mr. Cheng is responsible for portfolio management of Asia I.

Hurley H. Doddy

Mr. Doddy is a Director with the African Fund. Mr. Doddy was an Executive Director in the Proprietary and Arbitrage Trading Group of Sumitomo Finance International in London where he specialized in investing in merger stocks. Prior to that he was with Salomon Brothers for 14 years. As a Managing Director in the Emerging Markets Department, he managed Salomon Brothers' joint venture in Sao Paulo, Brazil from 1992 to 1997. There he helped take the business from a start-up to a highly profitable investment bank that played a leading role in local capital raising, asset management and the Brazilian privatization program. He also spent three years at Salomon Brothers Asia Limited in Tokyo structuring and pricing derivative securities and six years in New York advising corporations and money managers on strategies to reduce financial risk. He received a B.A. cum laude in Economics from Princeton University and is a Chartered Financial Analyst.

Katherine Downs

Ms. Downs is a Director with the Latin American Fund. Ms. Downs worked in various divisions of the private placement group of the Prudential Insurance Company of America from 1986 through 1995, where she most recently served as Managing Vice President, heading a group responsible for credit-backed real estate investments. In 1996 and 1997, she worked in mining and power project development at Stanton Capital Corporation, a small venture capital firm in Lima, Peru and did consulting work for the Peruvian government on their new private pension fund system. Ms. Downs holds a B.A. from Wesleyan University, a J.D. from Boston University Law School, an M.P.P.M. from Yale University School of Management, and in 1996 completed a Masters degree in Latin American Studies at Johns Hopkins SAIS.   She also holds a Chartered Financial Analyst (C.F.A.) designation from AIMR.        

Jose Ignacio Fernandez

Mr. Fernandez is Senior Counsel and a Director of EMP. He is a lawyer, businessman and engineer who practiced as a consulting civil engineer for nearly twenty-five years, including over fifteen years as president of a consulting firm, before becoming a lawyer. Prior to joining EMP in January of 1998, he was an associate at Sullivan & Cromwell, where his practice comprised securities offerings by Latin American issuers and business transactions involving projects or clients in the Middle East. Mr. Fernandez received a civil engineering degree from Universidad de los Andes in Bogot, Colombia, a Master of Science from Northwestern University and a law degree from Georgetown University.

Andrew I. Gunther

Mr. Gunther is a Director with the Latin American Fund. Mr. Gunther worked at the International Finance Corporation from 1990 to 1997 where he was most recently a Senior Investment Officer in the telecommunications division.   From 1985 through 1990, Mr. Gunther worked in the Latin America department of Marine Midland Bank where he was responsible for completing private equity investments accomplished through debt/equity swaps.   In his last position at Marine Midland, Mr. Gunther was the bank's representative for the Southern Cone based in Santiago, Chile. Mr. Gunther has a M.B.A. from the Wharton School and a B.A. from the University of Michigan.

Colin Hewett

Mr. Hewett is a Director with the Emerging Europe Fund. Prior to joining EMP, Mr. Hewett was Head of Project Finance for ABN AMRO Bank, based in London, controlling a team of 15 people across 2 centers (London and Amsterdam) covering the Power & Infrastructure Sectors. Mr. Hewett joined ABN AMRO in 1996 and was responsible for overseeing the structuring of large-scale power and infrastructure projects throughout the European time zone. ABN AMRO was awarded the IFR European project finance loan house of the year for 1998. Prior to joining ABN AMRO, Mr. Hewett was with the Barclays Bank/BZW Group where, since 1989, he was responsible for a number of major project financings in the fields of power, infrastructure and telecommunications. Prior to 1989, Mr. Hewett held various positions within the Barclays Group.

Michael Man-kit Leung

Mr. Leung is a Director in EMP's Hong Kong office. Mr. Leung has 22 years' experience in banking with extensive exposure on project finance andcorporate finance. He was an Executive Director of Corporate Finance with Warburg Dillon Read from 1997 through 1998.  From 1991 through 1997, Mr. Leung held Director positions of Corporate Finance at both Peregrine Capital Limited and Crosby Securities (HK) Limited. Prior to joining Peregrine, Mr. Leung was Director and head of the Specialized Industries Dept. with CCIC Finance Limited. From 1982 through 1984, Mr. Leung was Manager of Export Finance with Grindlays Asia Ltd. and Assistant Manager with Nordic Asia Ltd. from 1979 through 1982. He received a Bachelor of Social Sciences degree from the University of Hong Kong and attended the Executive Education Program at Harvard Business School.  He joined EMP in February 1999, and is responsible for portfolio management of Asia I.

Winston Mok

Mr. Mok is a Director in EMP's Singapore office. Before his appointment at EMP, Winston Mok was most recently Director of GE Capital Structured Finance Group, responsible for GE Capital's direct investments in the telecom sector in Asia.   Prior to joining GE Capital, Mr. Mok was a senior manager at the international management consulting firm, McKinsey & Company, where he worked in its New York, Sydney and Hong Kong offices. Mr. Mok played a leading role in establishing McKinsey's China practice and Shanghai office. Mr. Mok graduated with high distinction from the Master's program of MIT Sloan School of Management, and also obtained his Bachelor in Computer Science and Engineering from MIT with distinction.

Bosworth Monck

Mr. Monck is a Director with the Latin American Fund. Mr. Monck worked for the International Finance Corporation from 1992-1997 as an Investment Officer in the Infrastructure Department, working on projects in the following sectors:   water/wastewater, gas/oil pipelines, ports and waste to energy. From 1986-1990, Mr. Monck worked at JP Morgan and Swiss Volksbank (now part of Credit Suisse) in London and New York. Mr. Monck has a B.Sc. in Economics from Birmingham University (England) and a M.B.A. from the London Business School.

William Morrow

Mr. Morrow is a Director with the Emerging Europe Fund. Prior to joining EMP, Mr. Morrow was a Managing Director of EQT Russia Adviser, where he was involved in the preparatory work for a Russian private equity fund.  From 1994 to 1998 he was a Senior Banker at EBRD with responsibility for investments in Russia. From 1979 to 1994 he worked at Bank of America, where he held a variety of positions in corporate finance and banking, finishing as Senior Vice President, Head of Corporate Finance for Europe. Mr. Morrow has a B.A. in English from Bucknell University and a M.B.A. from the Wharton Graduate School of the University of Pennsylvania.

William R. Pearce, Jr.

Mr. Pearce, at EMP since 1994, has worked with its Asian Funds and recently with the Emerging Europe Fund. He has worked in a number of sectors, focusing primarily on projects in telecommunications and basic industries. Prior to joining EMP, Mr. Pearce worked with ICF Kaiser International as Project Manger, focusing on project finance and energy consulting. Prior to that, Mr. Pearce worked in New York in the area of Corporate Finance/M&A with: EXOR-USA (private investment group of the Agnelli family); Oppenhiemer & Co. (institutional high-yield debt), and W.R. Grace & Co. (Business Development).   Mr. Pearce received his M.B.A. from the University of Virginia and his B.Sc. in Economics from the Wharton School of the University of Pennsylvania.

A. Shabu Qureshi

Mr.Qureshi has worked at EMP since 1995. Prior to working at EMP, Mr. Shabu Qureshi worked at American International Group (AIG), where he negotiated and structured direct equity corporate and project finance investments in emerging markets countries, principally Mexico, Chile and China. Prior to that, Mr. Qureshi worked in New York and London as a Vice President at Salomon Brothers Inc, where he directed sales of emerging markets fixed-income securities and derivatives to European investors. Mr. Qureshi has also worked as a corporate finance analyst at Goldman Sachs & Co. Mr. Qureshi received his Bachelor of Arts degree from Swarthmore College and an M.B.A. from the Wharton School of the University of Pennsylvania.

Oded Rhone

Mr Rhone is seconded by Edison Capital to Emerging Markets Partnership (Europe) Ltd, where he serves as a Senior Adviser. Prior to this secondment, Mr Rhone headed Edison Capital’s Washington, DC office, and was responsible for the company’s activities in the Latin America region. From 1997 to 2000 Mr Rhone was seconded to Emerging Markets Partnership, in Washington DC, where he served as a Director with the power and natural resources sectors of the Latin American group. From 1990 to 1996 Mr Rhone held various positions with Edison Capital. He worked with the Affordable Housing Group, Project Finance Group and Leasing Operations. Most recently he had served as a Director with the Project Finance and Leasing Group. Mr Rhone holds a BA degree in Economics, summa cum laude, and an M.B.A. , both from the University of California, Los Angeles.

Collins Roth

Mr Roth is a Director with Emerging Markets Partnership (Europe) Ltd. Prior to joining EMP, Mr Roth was an Associate with Salomon Brothers. Between 1992 and 1996 he worked in Salomon’s international corporate finance division in New York, Hong Kong and Jakarta covering a variety of industrial and telecommunications companies. He originally worked with EMP on the first Asian Infrastructure Fund in 1996 and during the summer of 1997 before rejoining in early 1999. Mr Roth has a B.A. from Princeton University in Economics and Politics, a Masters in International Public Policy from the Kennedy School at Harvard University and a Masters in Finance from the London Business School.

Jason So

Mr. So is a Director in EMP's Hong Kong office. Mr. So is responsible for Asia II investments and has been with EMP since 1994. Mr. So was previously a Vice President at Union Bank of Switzerland, Hong Kong Branch.  From 1987 to 1992 he was with PaineWebber Incorporated and its affiliate The Transportation Group (Capital) Limited, where he was a founding member of its Asian investment banking operations and last served as a Principal. Mr. So started his investment banking career at Chase Manhattan Asia Limited. Mr. So is a Fellow of The Association of Chartered Certified Accountants in the U.K and a member of The Hong Kong Society of Accountants. He has an M.B.A. from the Chinese University of Hong Kong and a B.Soc.Sc.(Hons.) in Economics from University of Hong Kong.

Walter Stahr

Walter Stahr is a Senior Counsel and Director at EMP in Washington. Mr. Stahr's focus at EMP is on legal issues associated with the AIG Asian Infrastructure Fund.  He has previously worked as Senior Counsel for Fidelity Investments, based in Hong Kong, as Special Counsel to the Chairman of the Securities and Exchange Commission, based in Washington, and as an Associate at Cleary, Gottlieb, Steen & Hamilton, based in Washington and Hong Kong.  Mr. Stahr is a graduate of Stanford University and Harvard Law School. 

Richard A. Sun

Mr. Sun is a Director in the African Group. He joined EMP in 1994 to work on EMP's Asian funds.  From 1991 to 1993, Mr. Sun was First Vice President and Head of the Project Finance Advisory and Equity Group at Union Bank of Switzerland.  Under his leadership, the group won twelve international advisory assignments for projects aggregating $5 billion. Mr. Sun joined UBS from his own firm where he was engaged to provide financial advice on $2 billion of private debt and equity financings and corporate restructurings. During 1981 to 1989, he was a Management Partner with The First Boston Corporation (now Credit Suisse Fist Boston), where he arranged over $4.5 billion of private debt and equity financings in 65 transactions. From 1976 to 1980, he was in Goldman Sachs' Private Finance Department, and from 1976 to 1980, he was an international corporate banker with Bankers Trust Company (now part of Deustche Bank). He graduated from Princeton University magna cum laude and received his M.B.A. from New York University.

Satish Tamboli

Mr. Tamboli joined EMP in 1995 as a Director, and has worked on telecom projects in EMP's Asia Funds, and the Emerging Europe and African Funds. Mr. Tamboli was formerly the President of MIRATEL, a telecommunications engineering consulting firm, from 1994 to 1995. Previously, he was with the International Telecommunications Satellite Organization (INTELSAT) for 12 years. His project management responsibilities included Communications Engineering, Research, Network Planning, and Operations. Mr. Tamboli led the Engineering efforts to integrate state-of-the-art telecommunications technologies in INTELSAT's global network and co-designed the INTELSAT SS-TDMA system. Previously, he was with Texas Instruments for 3 years as a product engineer responsible for the fabrication of semiconductor Integrated Circuits. Mr. Tamboli holds a B.Sc. in Electrical Engineering (with Distinction) from George Washington University, and a M.Sc. in Operations Research from the Graduate School of Engineering, Stanford University.

Richard H. Waryn

Mr. Waryn, a Director with Asia II, has worked in EMP's Asia Funds since 1994. Prior to EMP, Mr. Waryn was an Investment Officer in the Infrastructure Department of the IFC, where he structured debt and equity financings for power projects in the Philippines, Sri Lanka and China. He also has experience with project finance in Central Europe.  Prior to joining IFC, Mr. Waryn managed the trade finance and international hedging activities of Martin Marietta Corporation. He also worked as a Senior Consultant with Booz, Allen & Hamilton.  Mr. Waryn has also been an adjunct professor of finance at the School of Advanced International Studies at Johns Hopkins University. Mr. Waryn received a master's degree in Public Policy with an emphasis on Applied Finance and Economics form Harvard University and a B.Sc. in Geosciences from the University of Toronto.
